The Finanacial Reform Study Of Russia's Higher Education

Before disintegaretion of Soviet Union advanced education arrived at quite high level. After disintegration Russia which took over sovereign rights became a completely different sovereign state from the past Soviet Union in politics, economy and military. To adjust to new political system and new financial operation, Russian government had great revolution or advanced educational system.The article focused on financial revolution. The article analyzed and summarized the specific situations on law, policy. I also researched to compare the difference of seven western countries in space. So that I would have a full understanding of revolutionary history, development trend and problem on financial revolution.The article was divided into 4 parts: 1) Background analysis of financial revolution on Russian advanced education. It is very important part on Russian education revolution. It must be related to other educational revolution. They need influence and restrict each other. 2) Specific measure mainly research the cause of production and positive and negative factors. 3) Analyse and evaluate expense conditions in public university, private university and foreign students as well as loan system and obligation allocation. So that at last, can find out concrete evidence. 4) Evaluate concrete evidence on effects of financial revolution.
