On The Countermeasure To Developing Countryside Long-distance Education In GanSu Province

Gansu is landlocked province, and its 75 percent population is in countryside. In 1999, 41 counties that are 47 percent in Gansu province are arranged in poor counties government will prepare to help. According to statistics coming from statistic bureau, from 1997 to 1999, farmers' pure income in GanSu province is only 21 percent in Shanghai, and a countrywide average of 42 percent. In GanSu province, 18 percent able-bodied person belong to illiterate persons and half illiterate persons, which is 16 percent higher than rate of whole country. According to analysis of American scientists, 81 percent amount of increase in production and increase of rate of production efficiency attribute to application and dissemination of scientific and technical research. At present, the educational investment in GanSu province is only 1.9 percent or so (2.5 percent in whole country), very less compared with gross national product, while the investment to farmer education becomes less, which restrict improvement of attainment of farmers. Because of such a situation, an efficacious road to improve the attainment of farmers is developing countryside long distance education. Rural broadcast schools have been built for 20 years in GanSu province, which have been attached importance by party and government, and after 20 years long exploration and practice, long distance education has had a firmly base. Certainly, compared with other educational style, long distance education is restricted by many factors, which factors are in five field: 1. Educational concept is very old. 2.there aren't a perfect system, a perfect service function and a good service intention. 3.there isn't enough outlay. 4. There isn't a full support to qualified personnel. 5.there isn't a full theoretical research. Based on it, this paper puts forwards five countermeasures to long distance education development in GanSu province.
