Study On The Construction Of Care System For The Eldrly In The Urban Community Of China

Along with the rapid rise of aging process of cities, aged care in the city become an increasingly obvious social problem. Surrounding the theme of "community-based care for the aged", this article analyzes the challenge and difficulties of our existing way of aged care, and proposes the community-based care for the aged has the characteristics of little investment, low cost, broad benefit, inexpensive charge and quick effect. This way conforms to the Chinese national condition of aging before richness.This article is mainly formed with five parts. Chapter one is the introduction, which introduces the background and origin of the research and summarizes the relative studies as well as introduces angle of view, the method, the concept explanation and structural framing of this study. Chapter two is the analysis of the existing way of aged care in our country. Through Demand and Supply model of the elderly combing with the relevant data of questionnaire survey, this chapter analyzes the important meaning and predicament of the existing family-based and social pension aged care to solve the city aging problem and propose the community-based care for the aged which conforming to Chinese national condition. Chapter three analyzes and compares the difference in the way of implementing of community care for the aged and summarizes the experience that can be used for reference. Chapter four put forward overall frame, concrete content and policy recommendation of construction of the community care system for the aged. As the summarization of this article, Chapter five summarizes main achievement and conclusion of this research and points out the limitation of this study and problems remained to be further investigated.By the way of case analysis and comparative study and taking the exploring and practice of the community care model in the Britain and Japan as typical cases, this article analyzes the problems that exist in the development of our community care system for the aged and emphasizes the importance and urgency of construction of the community care system in our city. Also this article points out the main content of the community care system which taking the community as its carrier is to form three systems that are daily life attendance, medical treatment and health care, culture and education amusement. Through the action of the three systems, thecommunity meets the demands of the elderly. The implementation subjects of the community care system are government, nonprofit organization and volunteers and they undertake the duty and task of leading, operation and participation factor respectively. Regarding to the new public management theory, this article also put forward the policy recommendations respectively on how this three sides to play their own roles.
