Since January 1,2016,China has officially implemented the "universal two-child policy".However,the number of births in 2016 has increased significantly,and the number of births in 2017-2019 has decreased year by year.The implementation effect of the policy is far from the expectation.A large number of scholars’ research shows that the "child-care difficulty" of children aged 0-3 years is the main problem that troubles the childbearing couples.In the report to the 19 th national congress of the communist party of China(CPC),Xi Jinping proposed for the first time the goal of "child rearing".Improving the childcare service system is an important livelihood issue in China.China’s child care service system is still in the initial stage,child care service is seriously absent.As the most basic part of the city,community is an important bridge connecting the society,the government and the family,as well as an important platform for child care services.The establishment of community child-care service mechanism is conducive to alleviating the current situation of "child-care difficulty" for children aged 0-3 years,and promoting the policies of " child rearing " and "universal two-child policy" to give real effect.This paper takes the child-care service for 0-3 years old children as the research object,takes the resilient community theory as the research foundation,starts from the perspective of community,adopts the qualitative research method,and constructs the resilient community theory framework for the child-care service for 0-3 years old children.Firstly,this paper expounds the main functions of the resilient community for children aged 0-3,and takes four dimensions of natural resilience,material resilience,economic resilience and social resilience as the components of the resilient community.Secondly,according to the requirements of children in the process of growth,the evaluation indexes of each dimension are determined,the evaluation system of child care resilience community is constructed,and the evaluation criteria and grade are determined.Finally,in view of the way of cultivating resilient community of child care,respectively from the resilience of natural,physical,economic,social and the institution five aspects put forward the countermeasures and Suggestions,including strengthening the management and maintenance of the natural environment in the community,transforming and utilizing the public facilities in the community,fully exploiting the employment opportunities in the community,and improving community services and legal and policy guarantee and so on,in order to provide reference for the establishment and improvement of the child-care service system of children aged 0-3 years in China.The main innovation of this paper is as follows: applying resilient community theory to the field of social public service,to study the specific application of resilient community in the child-care of 0-3 years old children,which fills the gap of resilient community theory in this field.From the perspective of community,this paper discusses the important role of community in child-care for children aged 0-3 years.From the perspective of community,this paper discusses the important role of community in child-care for children aged 0-3 years,and proposes to solve the contradiction between the supply and demand of child-care by utilizing the existing resources of community.
