Comparative Study On The Development Model Of Chinese Community-based Care For The Aged Between China And The US

Nowadays,China's industry for retired elder support is facing the problem of mismatch between supply and demand.It is urgent to provide high-quality pension products to meet the needs of China's coming into deep aging.In this context,Community-based care for the aged began to appear and attract capital from real estate enterprises,insurance enterprises,pension institutions and Sino foreign joint ventures.However,the current development model of Community-based care for the aged in China is not mature.Due to the early age of aging society,the United States has made great progress in Community-based care for the aged.Firstly,this paper systematically combs the development experience of American Community-based care for the aged and compares the social background and model between China and the United States,to summarize the differences between Chinese and American Community-based care for the aged,the mismatches and the experience for China's Community-based care for the aged development.Secondly,this paper takes Tai kang community as a case to think about the model,and puts forward that the policy embedding model of Tai kang community can give full play to the collaborative advantages of "insurance +senior community",and that the three main businesses of Tai kang,insurance,medical care and asset management,can form a closed-loop industrial chain.Finally,through the previous comb,summed up the dilemma of Communitybased care for the aged in policy,financing and operation,and put forward the corresponding policy recommendations.First,in recent years,China's supporting policies for the industry for retired elder support have been implemented intensively,and there are some problems such as less supporting policies for profit-making Community-based care for the aged and lack of operability.The government should bring the profit-making community for the aged into the scope of preferential policies or formulate special preferential tax policies for it.At the same time,the policy list and investment guide are issued regularly to create a fair and open policy environment.To formulate detailed rules for the implementation of community support policies for the elderly to ensure that the policies can be effectively implemented.Second,the financing channels of Community-based care for the aged projects in China are relatively single and difficult,and lack of professional financing service system.In this regard,we should broaden the existing financing channels,encourage financial product innovation,and improve the REITs related legislation.We should strengthen the support of financial and credit policies and relax the restrictions of bank loans on Community-based care for the aged.We should constantly improve China's financial market system and promote the development of pension advisory institutions.Third,there are two dilemmas in the actual operation of Community-based care for the aged projects in China.One is that compared with the professional division of labor system in the United States,most of the senior communities in China undertake the three roles of investor,developer and operator,which is not conducive to the sustainable development of Community-based care for the aged.In this regard,we should form a specialized division of labor system as soon as possible.Second,some real estate developers pay more attention to sales than operation,which goes against the original intention of the development of Community-based care for the aged projects.In this regard,the government should establish a supervision and restraint mechanism,implement the normal monitoring of each stage of the operation of the pension community project,and start from the tax policy and land policy,adopt the tax preferential way of "levy first and retreat" or flexible land system,so as to promote the long-term operation of enterprises in the Community-based care for the aged.
