The Study On The College Students' Medical Care In Our Country

The amount of college students rises quickly with the enlarging scale of higher education of China, but there has been no canonical medical care policy for the special polupat till now. The system of our college students' medical security is still the free medical care system at old times. However, The shortcoming of the medical safeguard system of college students which has started in the period of planned economy has become visible. For example, affording the medical expenditure, wasting the medical resource, the medical management system of colleges etc. have all affected the medical care treatment level which our college students should share. In order to solve the sdudents' medical security problem, on the basis of the free medical care system, some colleges have applied the supplemental insurance such as the commercial insurance. But the reformation is not going very smoothly, because the commercial insurance doesn't operate standardly and we lack of our country's policies' supporting. At present, positioning of the medical system at university is indistinct and relevant supporting policies are not available, conflict has existed between the college clinics and the college students, the appropriate funds which our country gave to colleges' medical security is not enough, it can't follow the increasing medicine price and the increasing incidence of several types of disease, the majority of the college students are not satisfied with college clinics. In the analyzing of authentic proof, we have analysed some college case and made some interview of the people who are in chage of the free-medical-care office in colleges. This article also points out the problems of our college students' medical care and the cause of formation to those problems.The combination of the theories and authentic proof let us know more deeply about the present situation of the college students' medical security. This article also points out the importance of the establishment and improvement of the multi-level medical security system in colleges and universities. On the basis of several experts' suggestion, this article probes the necessity of the establishment of the multi-level medical security system in colleges and universities, and the specific measures that should be improved gradually in practice. College students should be brought into the whole social medical insurance system, which it would be helpful for the establishment , betterment of under-graduates' medical security, and also for improvement of their medical insurance level. It is extremely significant to implement reform in the medical system of higher education institutions. How to betterment the medical security system for college students is a new subject arising in the process of reform and development in higher education institutions in the macroscopic context of the development of socialist market economy and its successive extension into free medical care system and reforms in higher education institutions. The paper attempts to probe into this new field by means of examples. Through the narration of present situation and the analysis of the reasons to the domestic college students' medical safeguards, this article suggests that our government should establish university student medical service safeguard system which is a perfect and multi-level system and brings the university students' medical safeguard system into the national society medical service safeguard. At the same time, we must strengthen university students' realization of medicine guarantees so as to guarantee them to complete their studies successfully.
