Along with the reform of the social administration system in China, communities in the form of (street) town or residential area (village) gradually emerged, and become a body of social life. School, as wholly educational organization within the community area, will play an important role in promoting community construction, enhancing the spiritual life and cultural quality of community members. At the meanwhile, the development of practice in lifelong education and lifelong learning has already brought intensive impact to the traditional idea that believes formal education as the only form of education; the development of school education itself has also led to an opener school, which is seeking cooperation with community in resource sharing and co-administration. Shanghai has been on the leading position in promoting cooperation between school and community, but the related theoretical researches about how to promote this kind of mutual-liaison and cooperation and the difficulty or problems at the present are lagged behind. The investigation, reflection and instruction to the practice are also sufficient. Specifically, this paper uses the policy of opening school resources to the community in Pudong New District and application of this policy as its main clue, uses the literature analysis, interview, field observation as its methods, to carry out a investigation on the situation of opening school resources to the community in Pudong New District. By analyzing the aims, participator, cooperation mold in the school-community cooperation, the author tries to find out the effect, problems and the reason of that, and on that basis, the author provides several suggestions for improvement.The first chapter of this paper introduces the background, related researches, significances and the method and framework of this research. The second chapter traces back the relation between school and community in the history and its evolvement, on that basis, this chapter analyzes the necessity and possibility of cooperation between school and community. The third chapter, has analyzed the background, process of the constitution of "school resource opening to the community" policy, which has went through four stages, namely the voluntary organize stage, the public power promote stage, the policy constitution and application stage and the standardize and regulation stage. Pudong New District has used that policy as a cutting point for the promotion of school-community cooperation. In the forth chapter, the author discusses the effect of that policy and difficulties and problems in idea, driving force and mechanism. On this basis, the author provides several suggestions such as strengthen the theoretical instruction and popularization, stimulate the inner driving force of schools and change the role of the administrative power, and so on.
