Research On The Coordination Of Administrative Power And Academic Power In The Internal Governance Of Colleges And Universities

New era to achieve the development of higher education connotation,requires the ability to continuously promote the university internal governance system and management modernization,the administrative power and academic power,as two important power in the internal governance and the relationship between imbalance seriously hindered the modernization of the university internal governance,therefore proposed to coordinate the relationship between administrative power and academic power,optimize the university internal governance structure,give full play to the role of both in the university internal governance,promote the university internal governance level,speed up the modernization of university internal management system and management ability.First,this article combed the domestic and foreign about the internal governance,the connotation of the administrative power and academic power,and the study of the relationship between them,to define the concept of the administrative power and academic power,and lists the range of the administrative affairs and academic affairs,to discuss the dialectic relation between two kinds of power,and summarize the university internal governance in coordinating the theoretical basis of administrative power and academic power.Then,through the analysis of the unbalance of administrative power and academic power in colleges and universities through the results of the questionnaire survey,it is pointed out that there are ambiguous responsibilities and authority between the two.Administrative power is strong and its performance is extensive;Academic power decline,weakening effect,causing unbalance between the two reasons mainly reflects in such aspects as system and culture,on the basis of constructing a dynamic game model of mixed strategy thought of coordination of administrative power and academic power,the analysis of administrative power and academic power in university internal governance to conclude:behavior based on the collective rationality,starting from the goal of the university internal governance to maximize the interests of the whole university,administrative power and academic power in co-operation positive behavior strategy is both to realize balanced coordination of optimal path selection.Finally,combined with the typical practice andexperience of coordinating administrative power and academic power in foreign universities,this paper puts forward some Suggestions suitable for coordinating administrative power and academic power in the internal governance of Chinese universities.
