The Research On Generalization Of Education Administrative Power

With the vigorous development of China’s education in recent years, the generalization of administrative power of education occasionally presents, which seriously hinder our country educational administration activities from carrying out scientifically and reasonably. In the educational administration activity, the power can be correctly exercised in accordance with the defined scope and procedures and the generalization can be avoided, only if the limits of administrative power of education is defined and the subject who exercise power improves its understanding of management authority. Therefore, It’s beneficial not only to rich and develop the theory of the education administrative power, but also to implement education administrative activities smoothly to study the education administrative power generalization and find out the definition of educational administration, administrative power of education and it’s generalization and the boundary of the administrative power.As for the problems above, this paper develops its research on the results of the domestic and overseas scholars about education administrative power by the methods of literature retrieval, interview survey research and so on. With a comprehensive collection the relevant material and the theoretical analysis, it concluded a relative scientific conclusion.The first part, introduction, mainly introduces the presentation of the problem, the review, the research purpose and contents. It also shows the research significance and methods. The review consists of four parts. Firstly, it gives a review of the concepts of educational administration and power. Secondly, the administrative power of education is systematically reviewed, with emphasis on the research contents, including the meaning of the administrative power of education and related problems. Thirdly, the research angle of the administrative power of education is reviewed. Finally, the defects of the generalization of administrative power of education are indicated, makes clear the theoretical and practical significance of the research.The second part covers theoretical research of the generalization of administrative power of education. Firstly, it gives a research on the concept of the generalization of administrative power of education. It defines administration, educational administration and power, administrative power of education, generalization and generalization of administrative power of education. Secondly, ananalysis and the conclusion of the boundary of administrative power of education aremade. Administrative power of education is divided into four parts, personneladministrative power of education, financial administrative power of education,operational administrative power of education and supervision and evaluation powerof education based on Prof. SUN Jintao’s theory of the generalization ofadministrative power of education. The boundaries of each part of power are alsocombed.The third part covers the situation and analysis of the generalization ofadministrative power of education. Firstly, it summarizes the performance of thegeneralization from personnel administrative power, financial administrative power,business administrative power and inspection and evaluation power of education.Secondly, it cogitate the harm caused by the generalization. Finally, it analyzes thereason of the generalization from cognition, system and culture aspects.The fourth part covers the countermeasures of overcoming the generalization.According to present situation analysis of the generalization， it puts forwardcountermeasures from understanding, system, and culture three aspects.
