In the 21st century, the Non-profit Organizations(NPOs), which are rapidly developing all over the world, are playing an important part in lessening the social contradiction, arranging and merging social resources, promoting social development in the developed countries. However, at the same time, it should be noticed that the development of NPOs is restricted by the structural contradiction, and many problems arise here. Most countries are attempting to probe into those problems. The NPOs have been developing rapidly in China since the 1990s. As a special type of the NPOs, the charity foundations are strongly characteristic of social security, shouldering the responsibility of helping the old and the poor and improving the public welfare. The charitable organizations in China are deeply influenced by the governmental institutions, so the operating mechanism inclines to administrative development more or less. So the mechanism like this is questioned, and brings trouble to the development of charity foundations. This thesis tries to describe the practical operating mechanism and explain the operating logic by taking a charity foundation as a case.Chapter One is the Introduction part, in which the author of this thesis will put forward the research questions, and introduce the research significance, and offer the research hypothesis and research methods.Chapter Two tries to define the concept and review the literature. In this chapter, definitions of the two concepts ("NPO" and "charity foundation") will be provided, and related theories from the perspective of the relationship between the government and society will be presented together with the experiences of philanthropy overseas and at home.Chapter Three focuses on the following aspects: the features and functions of the organization, organization structure, management mechanism, fund raising mechanism, resource assigning and using mechanism, and supervision mechanism, aiming to explore the practical operating mechanism, and point out that the practical operating mechanism is different from the organization form of NPOs. In this way, the first hypothesis can be proved. In addition, this thesis tries to use the concept "semi-administration" to generalize the practical operating mechanism.Chapter Four explains why semi-adiministration operation mechanism exists, pointing out that it is the result of institutionalization. It is the rational decision to adapt to the social structural institution. Thus, the second hypothesis can be confirmed.Chapter Five mainly analyzes the possibility to build the partnership between the government and charity organizations, and proposes some ideas to make the partnership come into being, and maintains that developments of philanthropy should be based on the support from the government, society and charity foundation together.
