Research On Operating Mechanism Of Think Tanks In Colleges And Universities In China

At present,the construction of socialism with Chinese characteristics has entered a new era,which is a new historical opportunity for our country's development towards richer and stronger.This puts forward higher requirements for our country's governance ability,and the construction of think tanks has become an indispensable part of our governance system.At the same time,the further realization of the scientific and democratic process of public decision-making also requires the wisdom of think tanks.Strong support,therefore,our country's think tank construction has reached a very urgent stage.As an extremely important part of the construction of think tanks in China,University think tanks have made great progress in recent years.However,the number of think tanks listed on the list is very small,whether it is the "China Think Tank Report 2018" issued by the think tank research center of Shanghai Academy of Social Sciences or the "Global Think Tank Report 2018" compiled by the TTCSP project of the University of Pennsylvania.It shows that there are still many problems in the operation mechanism of think tanks in Universities in China,which slow down their development.Only by finding out these problems and analyzing their causes,grasping the characteristics of the development of think tanks in universities and combining the experience of the construction of first-class think tanks in international universities with reference,can we further speed up the development of think tanks in Colleges and universities in China.The construction of University think tanks should clarify the direction of the construction of University think tanks.This paper mainly uses interview method,comparative analysis method and literature analysis method to deeply analyze the operation mechanism of the university think tank.By collating the interview data and comparing the construction of the domestic and foreign university think tank,it finds out the problems existing in the operation mechanism of the university think tank and the causes of these problems.At the same time,it also compares the construction cases of the domestic and foreign university think tank.The corresponding enlightenment is obtained,and the countermeasures and suggestions for optimizing the operation mechanism of university think tanks are put forward.Due to the restriction of external and internal conditions such as traditional decision-making system and university's own attributes,there are still many problems in theconstruction of University think tanks,which can be divided into two main directions:external operation mechanism and internal operation mechanism.The external operating mechanism mainly has the problems of communication mechanism blocked,information sharing mechanism imperfect and the lack of a complete market mechanism;the internal mechanism mainly has the problems of confusion of personnel management mechanism,imperfect funds management mechanism,unreasonable results evaluation mechanism and lagging results transformation mechanism in Colleges and universities.The main reasons for these problems are: the closed decision-making system of our government,the low marketization degree of think tank products,the lack of self-determination of University think tanks,the lack of diversified financing channels and financial autonomy,the lack of innovative evaluation methods,and the lack of complete transformation system of think tank results.On this basis,this paper attempts to provide a more reasonable reference for the construction of think tanks in Colleges and universities in China from the aspects of perfecting information sharing and communication mechanism,establishing a benign market competition mechanism,giving University think tanks autonomy and financial autonomy,evaluating methods of innovative achievements and improving incentive mechanism,so as to enable University think tanks to play their existing value.
