The Searches About The Appraisal Syeterm Of City And Countryside Integration

The integration of city and countryside is the productivity correspongding certain historical stage ,which is also the phenomenon of integration following the development of industrialization and urbanism. The 16th Party Congress explicitly proposed the significant task of planning social development of city and country and the overall construction of well-off society, even the eastern part of our country has also begun the practice of the integration of city and country in succession. In these practice processes,we need some scientific index system to reflect the basic characters and the the dynamic changeing rules of this specific development phase.It will help us to determined the appropriate developmentalstrategy and choose the reasonable work key and the policy.There are extremely rich theories about the integration of city and countryside.Many scholars have expressed their own views on integration concept,implication power,mechanism and the goal,but actually the correlation research about the index systerm surveying the degree of integration development is quite deficient.Namely we have no explicit ways to estimate the degree of development.Based on the analysis of the integration concept,connotation,the theory evolution and the practise in various countries ,refering to the domestic research ,this article chose 22 targets which are divided into economy melt degree,society melt degree,life melt degree,environmente melt degree,population melt degree to estimate the level of integration development.Then each target is given different weight and carried on data standardized processing,by which the article has constucted the city and countryside integration degree appraisalmodel.Finally,resting on the truth of our country,the article put forward several development mentalities and the related measures.The contents and main structures of paper are as follows:The first chapter is introduction part, which has discussed the phenomenon of city and countryside dual differentiation,which is more and more disadvantageous to our country economy and society's development.In this chapter,the article has pointed out the inevitability and significance of the city and countryside integration, made the brief narration to the domestic research.The second chapter is theoretical analysis part.Based on the analysis of related concepts of the dual economic structure and the urbanized,this chapter discussed the integration scientific connotation. Integration certainly did not mean the city and countryside was same,it also did not mean the township were changed into city or the city were changed into the township.It would be a long time to complete the integration.This chapter has also made a introduction to the practices in the various countries.The main contents of the third chapter are the introduction to the city and countryside integration target systerm.Firstly,it made some comments on the domestic research;Secondly,it explained the structer of this systerm, including the system concept,the target-choosing principles and so on;Thirdly,it had made a detailed explanation of each target.The fourth chapter is appraisal model part. After having determined the weight of each target and finished the data standardized processing.the article constructs the integrated appraisal model. According to our country's actual situations,the whole integration process were divided into the dual stage,the interaction start stage,the preliminary-realized stage,the basic-realized stage and the realization stage. According to this system,our country is being in the preliminary-realized stage at present.The fifth chapter is about the development measures.Based on our country's situation, the article proposed the preliminary development mentality and the policy suggestion on the aspect of industrial structure, the investment structure, the Employment structure and the market mechanism.
