The Research On The Construction Of Newly Rural Community Under The Background Of Urban And Rural Integration

There is a profound historical background hidden behind the ongoingconstruction of the new-type rural communities which is the inevitable result of theinternal changes happened in China’s rural areas, and also is the external requirementof balancing urban and rural development, subject to the current changes in the urbanand rural construction land peg actuation. As an important starting point to promotethe integration of urban and rural areas, it will help to promote the integration ofurban and rural areas, the equalization of basic public services in urban and rural areas,and to protect arable land for the intensive development of agriculture and to improvethe management level and public awareness in the rural areas. The construction ofnew-type rural community is held in high regard by governments at all levels for thereasons of the gradual perfection of the related policies concerning the current ruralconstruction, the enhancement of rural finance as well as farmers’ strong desire toimprove production and life style. Even though we have made positive achievementsin the construction of new-type rural community, there also exist some questions. Ithas a very important significance to actively explore effective measures to push theconstruction of new-type rural community aiming at the problems.In the learning process of the professional courses about the basic principles ofMarx,I get to know the Marxist theory of urban and rural integration. Step by step, Iwas becoming more and more interesting in this theory, and having an awareness ofits greatness, progressiveness and guidance for practice. Our country is promoting theintegration of urban and rural areas and developing the construction of new-type ruralcommunity. So this paper chooses the “integration of urban and rural areas” as theresearch background, and makes a systematic analysis and research of the necessityand feasibility of building new-type rural communities, the problems of buildingconstruction of new-type rural community, and the suggestions and strategies aboutpromoting the construction new-type rural communities. This thesis is divided intofive parts:The first part: The main contents of this part are as follows: the basic theory ofthe integration of urban and rural areas and the construction of new-type ruralcommunity. In this part, it introduces the basic conceptions, summarizes and analyzesthe origin and background of the new rural community construction，as well as theprogress of the experiments. All of that is the baseline of this article.The second part: It discusses the necessity and feasibility of new ruralcommunity construction. This part makes a main analysis of the equalization of basicpublic services in urban and rural areas, protection of arable land, actualizingintensive development of agriculture, the policy of construction of new ruralcommunities and so on. Then the part comes to the conclusion that the construction ofnew-type rural community, which will be a critical path to accelerate the integration of urban and rural areas.The third part: It analyzes the main problems of new rural communityconstruction in current practice. In this part, it points out the actual situation that inthe process of building new rural communities.The fourth part: It carries out a case studies—take Henan practice for example.This part is an analysis of three aspects, including development overview of theconstruction of new-type rural community, the significance of the construction ofnew-type rural community and the new countermeasures to promote the constructionof new-type rural community in Henan.The fifth part: It expounds a series of policy suggestions for promoting new ruralcommunity construction. In this part, it draws a conclusion that sufficient available forinfrastructure of community, advancing the system of the construction of community,improve the level of public service in the community, and widen the channels ofresidents’ income in the community. This part mainly makes a summary of this paper.
