Research On The Present Situation And Problems Of Branch Campuses Of University In Other City In China

With the further development of the transform of the high education system in the end of 1990s, and the impetus of the idea of popular education, high education in China is booming as never before and great achievement is obtained. During the time, universities utilize the social resources to explore many kinds of new patterns of running schools. Typically, running branch campuses of university in other city is one of the representative patterns.As a new phenomenon, branch campuses of university in other city is an effective way to lessen the conflict of scarcity of space and carry out the fast growing in the scale of running universities; furthermore, it meets the demand for new rising cities to develop high education in order to accelerate the harmonious development of the indigenous zone economic-culture.Practice result obtained by cooperating in running schools by local authority and universities shows that branch campuses of university in other city has gained an impressive achievement, and the possibility to expect the further development. However, it produced a lot of predictable and unpredictable problems. During theses problems, some can be solved by the adjustment within the university. However, others are generated in the procedure of government's participation. As to this, the author deems that according to the history of Chinese education and administration, branch campuses of university in other city is a transient phase to adapt to the new era of high education. It is bound up with the times, the situation of the country and people's need it occurred. Furthermore, it cannot be treated as the same because of different regions and circumstances. It is especially true for the unfolding work concerning branch campuses of university in other city. It cannot be popularized as a well-developed pattern because of the weaker theoretic guidance and the scarcity of experience and document. In the thesis, the author using case study and transverse approach to analyze the problems and the causes of these problems of branch campuses of university in other city of the famous universities in China. Moreover, the author tries to explore the methods and approaches to solve these conflicts and problems.The thesis first illustrates causes and backgrounds of education in a strange place and further exam the development in different famous universities. On the one hand, on the basis of active impetus, further claims the positive significance of branch campuses of university in other city. On the other hand, the author analyzes the real problems existing in the established patterns from the angle of university inner problems and government initiatives. Through the analysis of Korean education system which is similar to ours and located nearby and the analysis of American education system which is more advanced in education development and experiences, the author not only obtains the effective and valuable experience but also points out the problems existing in the above countries which we should avoid. There are positively significant as to perfection of the patterns of branch campuses of university in other city.The author expatiates logically on the ways, measures to improve the level of branch campuses of university in other city and outlines the ideal pattern of it from several points, which is the relationship between requirements of branch campuses of famous universities, approach to running schools and relevant elements, resource integration between headquarters and branches, and transformation of government functions. The discussion is focused that through transforming government functions and playing reasonable role of government, the questions of planning position, scientific development, infrastructure, social cooperation, and other issues in branch campuses of university in other city will be resolved. The author tries to puts forward some more reasonable management systems and methods and some possible cooperative ways.
