Study On Urban Community Sports Self-governing

As a kind of special community cultural activity and new sports cultural form, urban community sports has promoted the change of the management system of our country's mass sports from the working-unit goverance to community goverance, and played a unique role in Chinese social sports and city management. For over 20 years, urban community sports has got gratifying achievements, but government plays the dominant role in its management which is a model formed under the mandatory decision mechanism. This situation restrained participant's enthusiasm greatly.At present, it is universally acknowledged that urban community sports should be located in grass-roots community. Network of grass-roots community sports organizations is forming gradually, and all kinds of self-governing and intemediary organizations are existing, which indicates that "community sports self-governing" has already existed in community's sports management system in different ways. The enhancement of community residents' training consciousness, diversity of exercising ways, rejuvenation of participants, and divesity of exercising purpose have offered a good platform for community sports self-governing.This study used a questionnaire survey and mathematical statistics, and other documents and materials research methods, Community Sports autonomy status for the study of China's urban community sports realization of the need for self-exploration. Research reveals the Wuhan City Community Sports autonomy and the current status of community sports management deficiencies, the Community Sports autonomy of the new model. Implementation of the proposed autonomy from the community to be true, establish and gradually improve China's socialist characteristics with the sports community service network, community must handle well the functions of government agencies, community and the community, community sports organizations and area units of the relationship between community residents and enhance the sense of participation in sports and democratic awareness and from the financial, resources, and the system as far as rules are concerned to give them protection.
