The Innovation Of The Urban Management System At The Grassroots Level In Community Construction

Entering the 90's of the twentieth century, community construction began to rise in China with continuous deepening of economic restructuring hi the cities. Urban community construction is not only a branch of social work to create urban civilization, but in a more important sense, the reform of the whole urban management system, especially at the grassroots level and also blazes new trails into the system. This innovation, which is in the same case with the fixing of farm output quotas for each household and self-government of villagers in countryside hi China, is under the leadership of the Party and can surly be regarded as a great practice of relying upon the people to create a happy life for themselves. Certainly in China, the community construction is just beginning, and the innovation of the urban management system at the grassroots level needs further study and more practice. This paper focuses on the innovation of urban management system at grassroots level in urban community construction, and this thesis for the Doctor's Degree attempts to inquire into the problems, tasks, goals and methods with the description of the experimental process in the community construction of Jianghan district hi the city of Wuhan of Hubei Province, to sum up the experiences and features hi this innovation of management system, moreover, from the perspective of improving city urban administration and developing of democracy at primary level, the thesis studies and summarizes theoretically the theory and practice of the urban management system at the grassroots level in community construction.The focal point of this paper is to inquire into the possibility of constructing a new mode of urban management system at the grassroots level through the innovation of system hi community construction, and thus government and society can interact with each other, government administration and community autonomy can cooperate, accrete, and optimize with each other. This mode of management system is the reform and innovation of the urban management system suited to the traditional planned economy. The traditionalurban management was an administrative management built on the basis of the system, in which administrative units took dominant position while neighborhood committee the supplementary one, and unitary administration was implemented with high centralism of power. With the development of market economy and modern cities in China, the disadvantages of the traditional system are becoming increasingly conspicuous. To solve the urgent problem of society development in the cities, the state promotes community construction, and attempts to probe into a new urban management system through the community construction experiment. As a national region of experiment, Jianghan district not only regards the community construction as a social affair to solve the problem of society development in the cities, but more important is that, in the experiment it takes the experiment for a turning point, and dedicates to the reforming of the traditional management system. Moreover, it proceeds from the needs of the development of market economy and modern city management, and tries to construct a new system of management, thus helps to bring about a "Jianghan mode" in community construction.To set up a community administration mode to combine the legal administration of the government and the legal autonomy of communities, the starting point is supposed to develop the administrative capacity of community autonomy, and to promote the function of community autonomy, and so is the final conclusion. This development and promotion should be based on an effective organization. Therefore, the first step and the key factor of the innovation of urban community management system at the grassroots level should reconstruct the organizing system of community autonomy according to the requirements of the system innovation, to replace the committees in the original system.
