It is an important conduct during the process of higher education popularity and the structural reforms of higher education that local merging colleges and universities. As local merging colleges and universities, they acquire more advantages than before on the strength and space of development. As the same time, there are some questions appearing. It is an important question that how to consolidate and merge the school culture.This paper analyses the questions of the school culture in the local merging colleges and universities, according to the four levels—the spirit culture, the material culture, the system culture and the behavior culture. In this paper, taking Personal Principle, Harmonious Thought and Continued Developing Thought as the theory base, attempting to provide the ways for the development of local merging colleges and universities by means of merging and reconstructing the school culture.The first part mainly analyses the value of merging and reconstructing the school culture for the development of local merging colleges and universities.The second part mainly analyses the general questions existing in the local merging colleges and universities on the spirit culture, the material culture, the system culture and the behavior culture. It points out the inner factors and outer reasons.The third part is talking about how to merge and reconstruct the school culture of the local merging colleges and universities. Taking Personal Principle and Harmonious Thought and Continued Developing Thought as the theoretical basis, it discusses the content of merging and reconstructing the school culture of the local merging colleges and universities, and the questions will be met during the process.
