Since the enrollment expansion of higher education in 1999, many new colleges and universities were permitted to be founded by Ministry of Education. Some of these colleges and universities were graded or united from higher professional schools and technological schools. They usually locate in the local cities. The names are made of "place' s name plus college" . These newly-founded colleges and universities are affected by the competition pressure caused by the market operational model at their starting developmental stage. Meanwhile, they are pressed by those well-known universities who have superior competition resources; they are also squeezed by the colleges and universities of their own level and higher professional schools and technological schools. It' s no doubt that these colleges and universities are facing with great competition pressure while they have not set their feet stably. Consequently, the problems of the construction and development of these colleges and universities are the focuses for people to study.A great amount of researches into such problems have been done by the scholars in China. But most researches are confined to the ideas of operation of the school, to the orientation of operation, to the strategies of operation and so on. In fact there are some scholars who discussed organizational culture of colleges and universities, while their discusses are confined the content, structure, meaning of organizational culture either. The systematic study of organizational culture of colleges and universities is rare. Colleges and universities belong to a kind of cultural organization, the cultural element is the important variable in the organizational reform of colleges and universities. We should not ignore its role. By using organizational culture theory and relevant management theory for reference, by sorting out organizational culture theory and discussing the content of organizational culture of colleges and universities, and by investigating, this paper is trying to analyze the present situation of organizational culture of the newly-founded local colleges and universities. It discusses such colleges and universities' organizational culture and its construction and advancement through a perspective of organizational culture. The purpose of this paper is to provide a new point of view to study such colleges and universities' organizational culture so as to help their development.
