The multimedia courseware is one kind of main form of the information resources when we have the new curriculum reforms in our country which advocate Integrating Information Technology into Curriculum. It plays an important role in the education as teacher's instructional tools, student's cognitive tools and environment constructed tools. However, there are also many problems in the process of the multimedia courseware making, which is not good to auxiliary teaching, and which is not be able to enhance the effect of the teaching. The purpose of this research is to help teachers in the elementary and middle schools to make the effective multimedia courseware and to improve effectiveness of class and to contribute to new curriculum reforms.This paper was carried out in a fashion of "revealing problems -suggesting possible resolutions - achieving the resolutions - testing the suggestion in practice'. To begin with, the paper discusses the present situation, problems of the multimedia courseware making. After that, the paper discusses the characteristic of the multimedia courseware making based behaviorism and constructivism one by one, compares them, and analyses it based both of them, summarizes a general mode to direct. Thus, we solve the teachers' puzzlement about which theory that directed multimedia courseware has more effective and how to make a good use of study theory to make the multimedia courseware.At last, the paper designs and accomplishes two multimedia courswares which are the elementary school language "Two Bird's eggs" and high school physics "Conservation of momentum" directed by the above analysis and conclusion. This paper emphasizes both theory and practicality, and makes them a body. It not only provides theory instruction of making effective multimedia courseware for teachers in elementary and middle school, but also provides practice and technology.
