In order to better use the information infrastructure in college, a scheme about opening classroom instruction online with the application of live broadcasting and broadcasting on demand of streaming media on a large scale is discussed in this paper. It is argued that the substance of the scheme is the constructing of an instructional application system based on network and streaming media. It is designed that streaming media is recorded and broadcasted by software in the system. With free encoding software of Microsoft and Realnetworks, and the excellent screen- recorder software of China, we can expand the quantity of settings where streaming media is recorded and broadcasted if we want. With powerful streaming media services of Helixserver, the system can fully satisfy various demands of instructional application; the recorded streams of screen and camera can be broadcasted on demand synchronously with the exploitation and application of SMIL technology .In this paper, it studies concretely for constructing an instructional application system based on network and streaming media. The designed system is composed of four parts, which are:the streaming media server system, the source of streaming media,the distance administrative center and user terminals for learning online.In processing of the source of streaming media, it applies the scene sound recording technology to multimedia classroom instruction with the newest product of Hi-Fi sound card. The instructional website of streaming media application is constructed to provide Working interface for the system. The key of constructing the website lies in using the formidable function of Helix server, solving the synchronized problem in live broadcasting and broadcasting on demand of streaming media about screen and camera , providing the interactive environment for instruction on-line. For solving that problem, the synchronized experiment was done, and the specific method was provided.
