1. The central task of new curriculum is to develop students' innovative spirit and practical ability. A teacher plays a key role in developing students' innovative ability. The improvement of all teachers' quality is a manpower resources guarantee of developing students' innovative and practical abilities. Not all the teachers who own the initiative and innovation can train successors who have the initiative quality and innovative spirit. However, a teacher who sticks to conventions and has a rigid way of thinking can never train successors who have the initiative quality and innovative spirit.2. The innovation of education needs teachers keep pioneering on the basis of ramming normal teaching work and combining practical needs of work and needs of self professional development. In practice, influenced negatively by traditional culture, social expectations, educational evaluation, personal education belief and teaching management system, the conditions of teachers' innovative quality and teaching innovation needs to be improved. Therefore, the reconstruction of system is needed to activate teachers' potentialities of innovation, develop their innovative consciousness and ability.3. Objectively speaking, traditional teaching management system has made great contribution to pushing forward education and teaching reform. However, with the enforcement of new curriculum and school-based teaching research system, teaching research center going down to schools, the previous system has become less and less adaptable to the development of new curriculum. And it also has disadvantages of confusion of management and values tendency, which is shackling the development of teachers' innovative quality.4. There are many ways to develop teachers' innovative ability. In my thesis, I try to explore ways from the angle of reconstruction of teaching management system to find a new fulcrum for teachers' innovation.
