Currently the college management system and its circulates mechanism which wrought can't suit to the request of the socialism market economy under the condition of planned economy. To solve this deep time antinomy of the system reform change, we must deepen the personnel system reform , reasonable install the human resources, reduce the waste of the manpower, material and financial resources, then using limited education resources at promoting school development and enhancing the school quantity and level. As a whole, in the high school there are still many malpractice obviously under the planned economy system, outstanding performance at, because our country the policy of the high school's drew up and the theories research at education are lag, the classification and orientation haven't become the stable structure, the teacher's viewpoint of responsibility and right is misty, management principle, behavior norm, academic standard and social interaction is more confusion, teacher intercollegiate flow mechanism is not free, ask for perfection to blame and identity management is thought severity. Kunming Medicine College faces the antinomy between medical science education resources shortage, system reform and personnel, the reform in education lag, contents, quantity, structure, performance construction and development outside during the process of more than 70 years.This text is in the basic of the human resource management theories , by giving up the (( the questionnaire of the HR system reform in Kunming Medicine College )) to the employee in Kunming Medicine College and its three subsidiary hospitals, using SWOT science analysis method to settle and analysis the result to carry on the sorting by combine determine the nature and fix quantify, then studying the present and existent problems of the HR Reform. The author discovers a series of problems, such as reform process not enough thorough, the teachers without full implementation of quilt, leads' function exertive not enough, the weakness examine system and so on. At the end of the article the author gives 4 advices from the aspects of the purpose> meaning and principle of HR System reform and innovation system . They are put forward to knowing the talented person's resources, carrying out four point engineering of person's troops construction, perfecting the mechanism of staffs and the prompting system .Through the project designing of HR System reform and innovation system in Kunming Medicine College, we look forward to adjusting the inner part management system converting the movement mechanism, changing person's using mechanism, enhancing the competition and encouragement mechanism, transfer and stir up the staffs' work aggressive and creation in this school's further development . Then raising the teaching quantity, the research level and benefit of running a school .
