Research On Our Government Function In Vocational Education Management

In 2005, Premier Wen Jiabao pointed out in the speech at the national working conference of vocational education:"In general, the development of vocational education remains the weak link. It does not meet the need of socio-economic development .……To develop the vocational education in a more cost-effective manner is the task of top priority , as well as being long-term poling."However, it is the government that plays a leading role of the vocational education in the developent at any country , any time.First, the essay, based on the government, summarizes and refines the function mode in the vocational education management under the planned economic and and market economic system from general to specific principle,and then proposes the government function position in the vocational education management during the economic system transformation period according to the social economic background and characteristic of the vocational education management. Secondly, along the train of the time of the economic system and the economic transition,the essay reviews the government function in the vocational education, precipitate experience and lessons that government has had in the vocational education.Thirdly,by comparing the government functional position in our country with that in some foreign countries,the essay analyses the current situation of the vocational education and points out the problems and causes that our government has in the vocational education management.At last,seeing the realistic existing problems and reasons, the experience and lessons both from the developed countries and advanced areas in our country,the essay proposes several countermeasures to strengthen the government function in the vocational education in our country.These are to strengthen the vocational education legislation; to reform vocational education management system; to enlarges the vocational education funds investment; to perfect vocational education direction system; to strengthen the government macroscopic management and the synthesis coordination work and so on. These countermeasures will strengthen government function in vocational education management and guarantee on health development of our vocational education long the science track.
