The rise of constructivism is the sign of doctrine turning to international political sociology. Since the 1990s, constructivism theory has gradually developed with the appearance of rational theory challenger. Constructivism discusses that national benefits are concerns about international relations society and idea structure instead of the material structure. National benefit and behavior are formed by society build, but not designated. Constructivism pays attention to idea, norm and knowledge factors to build the function of constructing international relations. International political culture is a study that researches relevant culture of country or nation in terms of politics, including international norms and international rules called common knowledge or collective knowledge through society study. The prosperity of the NGO is the response to the hegemony, but not weaken of the formal organization. Because the biggest advantage of the NGO is not military force or money, but the soft power such as knowledge, reliable information, norm, morality and justice, NGO studies and Constructivism set up relation.
