Performance Management is a process to acquire and apply information that make out objective and equitable appraisal to department and department's employee with adopting scientific methods according to certain standard at certain time period and appraisal scope, then to revise arisen deviations of department and employee's work target according to appraisal results and do some indispensable rewards and punishment and other measures to department and employee. Based this to establish system of prompting and restriction in order to promote the improvement of the management, so to achieve the goals of rational development and utilization of human resource, strengthen organization's cohesiveness and Increase organization's economic benefit and ultimately to realize total strategic objectives of organization.Performance Management is an essentially circulatory system of a management to realize the organizational performance, namely to carry through human resource management decision and training development through establishing performance objectives and plans, controlling process, bringing appraisal into effect and applying the appraisal results (performance feedback). With the New Public Management Movement, performance management continually to absorb and animadvert on performance appraisal, then extend into public sector such as government, hospital and school from profit organizations. But because of different barrier's retarding in the system of planed economy, systematic viewpoint and idea of performance management have not been applied effectively to human resource management in the college & university.In order to apply efficiency the method and idea of the performance management system into the teacher resource management in college & university, the paper, through adopting method of literature, begins with recommending performance management, performance management circling system and its'flow, then adopting method of logical analysis to introduce performance management system into the teacher resource management in college & university so that make them integrate into a whole performance management system of teachers in colleges & universities and draw Flow Chart of Performance Management System of Teachers in Colleges & Universities; following with adopting method of experience summary and qualitative approach to study operation of performance management system of higher educational teachers, namely with adopting performance technology such as Delphi Method, Analytic Hierarchy Progress and Competency-Based Performance Appraisal to contrive concrete design of higher educational teachers'performance management system operation from tree aspect that higher...
