The Discussion Of Some Problems At The Financial Management In The University

The higher learning institutions are training innovative, practical, advanced and specialized talents; they are also promoting the developments in cultures, science & technologies, and our socialist modernization cause. Along with the deepening reform of higher leaning institutions their financial sources are becoming more and more varied, the governments of different levels are increasing the investments in this field year by year, and the economic activities concerned have become more complicated and diversified. Since work of the financial management are much more and more onerous. But, at present in our many universities and colleges, the existing main issues of the financial management, which didn't fit in with the background and their own development, have restricted seriously the whole progress on a large scale. It is vital matter of immediate urgency to implant the financial management abilities. Base myself upon my study and practices, this paper is trying to explain and seek some solutions for some problems in the financial management in our higher learning institutions from the background, the essential ability elements and the existing main issues.Part I describes the background in which the financial management in our higher learning institutions stands. While the overall conditions for the financial management of our higher learning institutions are changing greatly, the basic principles and contents involved have extended correspondingly.Part II indicates the essential ability elements for the financial management in higher learning institutions. The financial management abilities, which are the key to the competitive powers of the higher learning institutions, include: the abilities to collect funds, to make financial planning and adjustments, to do financial analysis, to manage assets and to learn.Part III analyzes the existing main issues in the financial management of our higher learning institutions and discloses the reasons for the issues.Part IV is trying to seek the strategies for and to work our ways in improvement of the financial management in higher learning institutions.
