Policy Analysis About The Social Security Of Land-lost Peasantry In Beijing

The rural farmland becomes lesser and lesser during the process of the urbanization of Beijing, and inevitably causes lots of land-lost peasantry. The traditional countryside family-care loses the material foundation by peasantry's losing farmland. At last, the paper brings forward some feasible countermeasures.Taking the above as main idea, the three parts of the paper, which are system compassion, polity practice and innovation measures, is tightly associated.In the first part, we can find out that the correspondence of the situation of Beijing land-lost peasantry and the social insurance development history during the transformation of economics system, which can be the background of the system comparison. Then, in order to consummate the relative social insurance, comparing with Tianjin and Chengdu, the paper makes an analysis through the security ways, protection objects, protection programs design, security styles, fund source and level etc. to theoretical discover the probable problems and the parts needed consummate in Beijing.Of course, the theoretical discuss must integrate the practice to show its persuasion. For example, the author analyzes the exclusion of the current urban-rural social security system of Beijing from the angle of land-lost peasantry; proves the relationship between new social class and social security from the theory of the class differentiation and the traditional idea of social security system construction; then, discusses the existing problems of current land-lost peasantry social security based on the research of Chaoyang Xiaohongmen and Tongzhou Majuqiao.Transformation methods correspond with the thesis summarization and discussions above in the "system compassion" part. Based on abounding materials, the paper comes up with some advices accordingly after agreeing with the Beijing style of consolidating the land-lost peasantry with urban social security system.
