The Study Of Food Crisis Management During The Beijing Olympic Games From Non-traditional Security Perspective

The 29^th Olympic Games will be hosted in Beijing, in the year of 2008. Faced with this World-level grand sport games, the safety guarantee of the Olympics is a great issue and any host country shall call attention to. Meanwhile, foodstuff safety is an important aspect of ensuring the safety of Olympics. This article employs the theoretical achievements of non-traditional security, foodstuff safety and crisis management. Then we establish the theoretical foundation for strategy of the Olympics foodstuff safety crisis management, and provide analytical thinking and methods for safe Olympics in order to provide the systematic and theoretical support for foodstuff safety in 2008 Olympic Games. This article falls into five parts:Chapter one outlines non- traditional security theory. First, we analyze some different understanding for the non- traditional security. Then in this chapter we focus on how to deal with the non-traditional security subjects in China, including the issue of food safety. We suppose, as some other scholars in the international relationship studies, that the crisis management theory is a solution to the issues of non-traditional security.Chapter two introduces the concept of food safety from the perspective of non-traditional security and the situation of domestic and foreign food safety. Here we use the crisis management mechanism in food safety field.Chapter three we expound some previous Olympic Games crises management and the foodstuff safety crises which would be possible during Beijing Olympics Games. Then we analyze the present situations of foodstuff safety crisis and management of Beijing Olympics Games and its defects. Finally we construct the cycle theory of foodstuff safety crisis management of Beijing Olympics.Chapter four deals with the beforehand management of foodstuff safety in Beijing Olympics. In this part, we first analyze foodstuff safety crisis of 2008 Beijing Olympics; then we establish early warning system of crisis management and emergency preplan of foodstuff safety crisis management in the Olympics; finally, this chapter rehears the emergency preplan of foodstuff safety crisis management in the Olympics.Chapter five does research on treatment of foodstuff safety crisis in the Olympics including monitoring beforehand and treatment in the event; then we put forward three principles in the event monitoring and four-level emergency responses during the event treatment so as to make precautions avert perils for foodstuff safety crisis management of the Olympics.Chapter six develops the matters concerning reconstruction after crisis. This part introduces the treatment after the crisis and the matters concerning reconstruction, and further enhances the ability to deal with foodstuff safety crisis by turning "crisis" into "opportunities".
