A Study On Risk Management System For Beijing Olympic Volunteers

Olympic Games which have a long history will be a dream-realization for China in 2008. It is a celebration not only for athletes but also for volunteers. Besides it is a chance to improve the Career for Beijing volunteers overall.Due to the large number of volunteers, they face all kinds of risks. So it's necessary to study on this problem. Then this thesis focuses on how to identify and evaluate the risks that may occur on volunteers in 2008 Olympic Games, how to make good use of volunteers human resources, how to avoid or decrease the risks effectively, and improve the management of volunteers' risks and to avoid such risks that may occur.This thesis applies the methods of literature review, expert interview, questionnaire and AHP to the study of volunteers' risks that may occur in 2008 Olympic Games. After the overview of the risks especially the sports injuries, a preliminary destination of risks, volunteers' risks and the management of volunteers' risks is made. And the study with AHP method displays that the personal accidental injuries is the main problem for volunteers.The research results includes: (1) Due to the certain risks of Olympic Games, the organizers must improve the management of risks that may occur on volunteers. Such risks include personal injuries such as sickness, disability, death, work injuries and traffic accidents; safety threats such as terrorist assault and kidnapping and natural ones such as typhoon, rainstorm, earthquake and fires(2) The means to control personal injuries in the management of risks includes: injuries avoidance, i.e. the essence of "humanistic Olympics" requires us to pay attention to all personal injuries including volunteers. It is unavoidable for Olympic volunteers to face risks in the service process and it's impossible to reduce volunteers' risks to zero due to their service nature. But the organizer of Olympic volunteers could adopt some measures to reduce the possibility for such risks occurring. Loss control refers to the case that realizing the existence of risks-occurring possibility, the volunteers' organizers adopt all kinds of measures to control and treat such risks to reduce its occurring possibility, its losses and side effects. Those measures include standardizing and perfecting all kinds of management regulations and volunteers training. Risk shifting, refers to the way that the game organizers shift some losses or something concerning losses to some other institutions or persons in order to control and reduce losses. It includes non-insurance risk shifting and insurance-buying risk shifting.In order to insure the volunteers' safety in 2008 Beijing Olympic Games, systematic and scientific method is needed for identifying, evaluating all kinds of risks that may occur on volunteers. To investigate deeply the characterization of personal injuries in Olympic Games, to discuss the technical model for controlling personal injuries in Olympic Games and to use efficient risk management measures to reduce risk, avoid injuries and losses in the controllable sphere, then we will see the volunteers smiling in Beijing.
