Economy and education are two basses for the development of modern society. How to measure the relationship between high education and economic is important in theory and practice. This paper tries to discuss the relationship between high education and economic, and estimate the short and long run effect of high education on economic. First, we make granger test for high education and economic, following the principle that reason is before result. Second, we make co-integration test, if there exists cause and effect between the two. Then we construct ECM model to discuss the short and long run effect of high education on economic growth. Last, the paper analyzes long run effect by Impulse Response Function.Through analysis, our conclusions are follows. First, economic growth is the Granger cause of high education. There is single cause and effect between the two. Second, there is real long run equilibrium between high education and economic growth. The economic growth is a big impulse on high education development. Last, Impulse Response Function analysis shows that the high education put negative impulsion on economic growth, but positive in the long run, evenly the impulsion exceed the capital and labor. So, it means the construction of high education is inconspicuous in the short time, but it does in the long run.Our countermeasures are making long run education policy which can lead to education industrialize, improving the efficiency of education input. At the same time, we must make high education popular, distribute the resource equilibrium.
