The Study Of Relationship Between Private Higher Education Development And Regional Economic Growth

With the deepening of China's Reform and Opening up and the development of market economy, interaction between higher education and regional economic development gets more and more attention, higher education in development of the economy and the society plays more and more important role. For example, in some coastal provinces in China, only some of these cities are often the most economically developed regions, but also have a highly educated population and the largest number of regional colleges and universities. Observed that in these areas, we found that one hand, their higher education in all aspects of training a large number of high-qualified personnel, universities and colleges also provide technical support, in addition to the industrialization of higher education in promoting economic development played a more direct role. In short, the development of higher education and improvement the quality of the population of these provinces are important factors in the development of their economy. In turn, when people saw the higher education has such a huge effects for economic development, it will raise expectation of higher education, and give more support to the higher universities and colleges in the material and other aspects, such support also can promote the further increase of the higher education quality, size and efficiency.In summary, the relationship between education and economy becomes closer and closer, at the same time, the study about the relationship has more and more attention. This is not just because the workers can improve the overall quality through education, thereby contributing to the improvement of labor productivity, and ultimately promote economic development .At the same time raising the level of economic development, also provides for the educational development the human resources, finance, materials etc .These elements are essential to educational development, and education also can get broader space for development to improve education quality and efficiency. However, according to the Statistical Bulletin 2000 of China, the State present, China still can not fully realize the "education funding increase in fiscal, higher than the growth of financial and economic income." which is setted by "Education Law".At present, China's national conditions decide the financial allocation to the need of public higher education only reach 60%-70%, the space of higher education expansion or reconstruction in public institutions is very small. It will be a chance to pull the private capital into rapidly developing the private higher education. With a certain scale, different levels, rich types and distinctive characteristics development of private universities, private higher education in investment channels, operating mechanism, management system and other aspects walks a market-oriented way, which eased economic development needs and the existing problems of insufficient scale of higher education to some extent, has played an important role in a stable society, especially to reduce the employment pressure but also optimize the efficient allocation of resources in higher education.With the continuous development of private higher education, research on private higher education has become a hot issue in educational research, while it often based on local which both plays an important complementary role of higher education, but also provides some high-quality personnel for local economic development, so one of the important issues of the private higher education is how to make the local private higher education development coordinating to the region's economic growth. However, previous studies have used static analysis method to explore the correlation. Different from previous studies, the article argues that higher education development and economic growth are two interactive dynamic systems; dynamic study is easier to find the true relationship than static study. Because of the different historical backgrounds of various administrative regions, and some practical reasons, it was a non-equilibrium between private higher education and local economy, the development of this non-equilibrium generally include the following situation:First, the development of private higher education is ahead of the economic development in the region; second, the development of regional economy in the region is ahead of the development of private higher education.In summary, this article used the higher education and economic growth theory, regional economic growth and development of relations between higher education as a theoretical support, to analyze the interaction between the private higher education and the regional economic growth by using the specific cases. On the basis of quantitative analysis of the economic growth and development of the region of private higher education in Hechuan District of Chongqing, empirically studied the relationship between the private higher education development and the economic growth in Hechuan .In order to giving some references to make the correct policy for coordinated development between the higher education and economic growth of Hechuan.In this article, the first part is studying the basic theory of the interactive development of private higher education and the regions, by mainly using the human capital theory and the new growth theory; but also made the qualitative analysis about interaction between the private higher education and regional economy in theory-based perspective; Finally, based on the theory and the analysis above, put forward the hypothesis of this study. The second part is to analyze some good experience which is formed by developing higher education and regional economy overseas, mainly including the United States, Britain and Japan; also analyzed the problems raised by the non-balanced development between the private higher education and other regional economy in Philippines, and that can provide some inspiration or reference for relationships in China. The third part is Hechuan area of Chongqing as a case, combined with the actual situation of Hechuan, respectively made quantitative analysis on the development of private higher education and local economic growth of Hechuan, especially respectively analyzed the private higher education promoting the regional economic development and the regional economic growth promoting the development of the private higher education. The fourth part is on the basis of comprehensive analysis in the third and the first part, used Granger causality test to analyze the interaction between the higher education development and regional economic growth in Hechuan. Proposed verification for the hypothesis mentioned in the first part. The third and fourth parts are the key parts of the article. Finally, analyzing the results of empirical analysis defined a clear direction of development of private higher education and proposed the policy, measures and recommendations for good interaction between the higher education and the regional economy of Hechuan based on above.This article focus on the basis of current similar studies and also made some innovations in following aspects. The first, the innovations of technology:used multivariate statistical analysis of the canonical correlation analysis to research relevance of the private higher education and the regional economy. And used the Granger causality test to analyze the interaction between the private higher education and regional economic growth of Hechuan; the second, innovation of perspective in the study:from basic economic theory of the education, based on the study of higher education highly correlated with the regional economy, made the in-depth study about the two aspects of the relevance with reciprocal causation in dialectics, finally, made an optimization model of the relevance between the higher education and the regional economy, while made a theoretical simulation prediction about development in the coming years, and the perspective of the theory of vertical and horizontal expansion to achieve a certain depth and breadth. The third, innovation of study methodology:overview of research abroad, may value theory study or empirical analysis. But this article combined theoretical with empirical analysis .And discussed the theory and application about coordinated development of the private higher education and regional economic development.
