By the guide of analysing research situation of foreign and nation, this paper will adopt economic model to research for the real relationship between two, which is based on recent date of time series, then specifically estimate the short and long run effect of high education on economic.First, we apply granger causality test to analyse relation between two from two aspects of high education, secondly, we make a signal root test and co-integration test, if there exists co-integration, we can construct EMCE model. At last, it evaluates the co-relations between two from the structure of Xinjiang high education development, and comes to conclusions as follows:(1)Xinjiang high education development is Granger Cause economic growth, but we can't be sure Xinjiang economic growth is Granger Cause high education development.(2)There exist the long-term relevance and a positive correlation between high education scale and economic growth, although this kind of long-time balanced relations will appear unbalanced in a short time, it cam be maintained in the short-term dynamic process of continues adjustment. considering from the high education development's quaintly improvement, there exist a inverse correlation and unbalance between Xinjiang education quaintly and economic growth.(3)The condition between the high education development and the economic growth must be enhanced, considering from the high education development's system structure and course structure, there exist coordination between two. But zone structure and format structure are not consistent to economic growth.Last, according to the empirical study, the paper gives suggestions from the aspects of the higher education funding, the scale of the development of universities, higher education reform and innovation, developing the career path of special interest and active measures taken by government...
