Since 2003 rural collective action has risen sharply. The "Blue Paper" issued in 2005 showed that this action increased from 10000 in 1994 to 60000 in 2003 and the scale of this action upgraded rapidly. The number of people participating in the collective action increased with an average growth rate of 12%, from more than 730 thousand to 3.07 million people. Among of them, the actions that referring more than 100 people expanded from 1400 in 1994 to 7000 in 2003. It has great theoretical significance to analyzing the Chinese peasants' collective action under the new situation.This paper first discusses the background of the study. In the process of urbanization, the peasants are bereaved of the land and become a group of landless peasants. The low compensation and the lack of criterion triggered landless peasants to adopt collective petition, so it raised the author's attention. The researches on it are mostly come from procurator ate and court. They are focusing on the reasons and resolution of the collective petition. The researches on this field of the authorities are mostly in political science and sociology view, and mainly from the political science. Political think farmers' collective petition as a form of political participation action and collective petition is a manifestation of the political participation, so this collective petition re-build the political structure of the peasants, such us Yu Jianrong,Fang Jiangshan and Zheng Xin. However the author thinks peasants is rational as well as irrational.
