Current Situation And Countermeasures Of Chinese Rural Population's Cultural Quality In New Stage

Getting into a new century, international and local situations all take place deep variety, the trend of world multipolarization and economic globalization are just in the formation, science and technology progress changes with each passing day, the competition of synthesizing a national strength gradually becomes vigorous, our country faces a new competition and challenge, whether our country can stand erect as the nation of rich and strong, civilization in the world, is decided by the quality of a national citizen, the quantity of talented person and the success or failure of education completely, but in the final analysis these factors are decided by population's cultural quality. Our country has already joined in WTO, it means we will join in the stage of world economy completely. What competition depends on is scientific and technological strength, and the strength comes from the improvement of population's cultural quality. Without the improvement, it neither brings the intellectual accumulation, nor converts knowledge into efficient productive forces.Our country contains 900,000,000 farmers. As a big agricultural country, not only it has a large amount of rural population, but also population's cultural quality is lower, this restrains the improvement of agricultural labor productivity greatly. Seeing from fulfillment, not only the development of agriculture, the progress of rural area, but also the richness of farmer all depend on talented person to feed and prop up. Nowadays, our country is in the critical stage constructing the moderately well-off society completely, generally has already got into the new developing stage that industry promotes agriculture and city replaces rural area. The Fifth Session of the Sixteenth Central Committee of the Party made the important strategic deployment constructing the Socialism new village, being based on the new developing fulfillment. As a new one, the construction of the Socialism new village must put great emphasis on new farmer to grow and mold. The quality of farmer and the quantity of rural talented person are the key whether we can bring out the modernization of agriculture and rural area, even the whole country.
