The teacher is the first resource of education, and it is the basic guarantee. For the development of education. The reform of the traditional assignment for teachers and the carrying out"double hire the system"for elementary and middle schools teachers is a profound transformation. To constructs a qualified stable teacher troop and ,to enhances the school right to be independent in arrangement,which helps to arouses enthusiasm of the general teachers and improves teacher's social position and the education quality of teaching, also remotes the teacher to flow reasonably, and strengthens the teacher troop enthusiasm This article analyze the present situation of the"double hires the system"in Lvshun District。Used the questionnaire survey and the interview method has conducted the research. The Result shows the elementary and middle schools teachers have a shallow understanding of the"the system of double hires"the understanding and think it not acceptable。The bilateral status are not equal, the driving function s have still not be obtained ,the purpose and the fact have a big disparity, the unemployed could find a new position。The article is to analyze and discuss about main questions in the process of"the system of double to hire"for the elementary and middle schools teachers and to seek the influence on the"the system of double to hire",and its reasons.
