Curriculum and teachers, closely related to each other, influence, restrict and promote each other. The development of curriculum calls for the development of teachers, for no curriculum development will take place without the teachers' development. As teachers are the designers, developers, researchers and executors of curriculum, their capability of designing, developing, studying and carrying out the curriculum will be the key to success in the curriculum reform. It has been proved that no reform of curriculum can achieve the expected result if teachers reluctantly cooperate and make insufficient efforts. Therefore, we can say that the key to curriculum reform lies in the curriculum capability of teachers, and that we have actually seized the central part of curriculum reform if we hold on to the development of teachers' curriculum capability.A teacher's curriculum capability can be defined as his own motile power that he uses in the curriculum activities and which influences the implementation of the curriculum activities and determines the effect of them. It not only means those easily-spotted practical abilities such as techniques and skills, but also includes a person's potential abilities such as advanced professional concept, distinctive professional consciousness, persistent professional qualities and creative professional spirits. Basically speaking, a teacher's curriculum capability refers to the motile power, the independent ability, and the creativity which he demonstrates in his curriculum activities. It includes the abilities to select and design, to study and develop, to organize and carry out, and to evaluate the curriculum.Viewd from exploration of school, main means of developing teachers' curriculum capability are mainly included: (1) upgrading their curriculum concept, which is the ideological basis on which the development of teachers' curriculum capability is conducted, (2) reforming the curriculum system, which provides the systemic environment for the development of teachers' curriculum capability, (3) developing school-based curriculum, which is the effective carrier of the development of teachers' curriculum capability, (4) restructuring the classroom life, which is the key knot where all the related problems are tied, (5) developing teaching technology, which is an important approach to the development of teachers' curriculum capability, (6) innovating the evaluating method, which is the mechanical guarantee of the development of teachers' curriculum capability, (7) strengthening school-based teaching research, which is the power source of the development of teachers' curriculum capability, and (8) promoting career development, which is the certain consequence resulted from the development of teachers' curriculum capability.Practical exploration in Wuhan Changqing No. 1 Secondary School proved that the implementation of the new curriculum elevates the students' comprehensive qualities and greatly promotes their moral, intellectual and physical harmonious development; it allows the teachers to experience the course of brainwashing, recharging and reflecting and achieve a new leap from a new starting point; it causes the classroom teaching to be transferred from the traditional mode of concentrating on knowledge teaching to a modern mode of focusing on promoting quality development of students, thus realizing the "three-dimension" concept of the new curriculum; it elevates the school level, enhances the shaping of the school characteristics and accomplishes the expected goals set when the school started.
