| In February 2019,the CPC Central Committee and the State Council issued China’s educational modernization 2035,which defined the development direction of China’s educational informatization from four aspects:smart campus,teaching methods,educational service formats and educational governance.Educational informatization is not only an important means to promote educational modernization,but also the core feature of educational modernization.Educational informatization can provide practical and effective solutions to solve the problems of educational equity,narrowing the educational gap and improving the quality of education.At the same time,as the primary productive force of science and technology,higher education plays an important role in leading the overall direction of national education development.However,due to the regional differences of China’s geographical structure and economic development,the development of higher education informatization in the East,middle and west regions is obviously unbalanced and unequal,which seriously hinders the process of China’s education modernization.This study will take "under the guidance of evaluation indicators,build regional higher education informatization ecology" as the research idea,based on the observation point of education informatization,use the grounded theory to analyze the documents of education modernization 2035 issued in the western region,follow the realistic conditions of regional education informatization development,and based on the Balanced Scorecard theory The evaluation index system of regional higher education informatization guided by the goal of educational modernization has been preliminarily constructed from the four perspectives of guarantee and sustainable development.At the same time,taking Delphi method and analytic hierarchy process as the main research methods,with the help of SPSS 22.0 and yaahp10.3 software,after two rounds of expert consultation and one round of weight assignment,a more perfect evaluation index system of regional higher education informatization is formed.Finally,based on the constructed index system,combined with the implementation of China’s 2035 goal of educational modernization,this paper puts forward the future development strategies and suggestions of higher education informatization in Western China from the perspective of top-level design.The research results show that in the regional higher education informatization evaluation index framework guided by the 2035 goal of educational modernization,the indicators "teaching methods" and"information literacy" have a large weight and a high degree of importance,indicating that the regional higher education informatization evaluation facing the 2035 goal of educational modernization still focuses on the development and cultivation of "people".The ultimate goal of higher education informatization is to teach students in accordance with their aptitude and individualized teaching on a large scale,From the supply side to the user side.Specifically,at the level of talent training,regional colleges and universities urgently need to explore teaching methods suitable for local development in combination with emerging technologies,so as to bridge the development gap of information literacy between teachers and students;At the level of smart campus construction,we should take the "new infrastructure" as an opportunity to promote the integrated and innovative development of smart scientific research and educational services;At the level of educational governance,we should accelerate the improvement of the comprehensive educational governance ability of colleges and universities,and promote the implementation of accurate strategic decision-making and personalized feedback;At the level of educational service format,we should establish a perfect educational public service system and build an educational supply and supervision mode of coordinated development of multiple subjects;Finally,there is an urgent need to formulate a long-term mechanism for the development of higher education informatization from the perspective of top-level design,guide western colleges and universities from scale expansion to connotation expansion and characteristic development,so as to promote the realization of 2035 vision of western education modernization in the new era and promote the sustainable development of regional higher education informatization. |
