The evaluation of input-output in high education is a complicated estimating system. How can we find that kinds of indexes play roles in the evaluation system? This is the key issue. This paper analyzes and evaluates the high education from both the micro and macro aspects. The evaluation units are compartmentalized by different regions. So we can get the common problems of nationwide high education, and we can also find the insufficiencies of every evaluation unit by comparing one another. Finally, the paper comes up with some rationalization suggestion to the development of high education in every region. The aims of this paper are getting insufficiencies in the development of our high education and providing reference to allocating resources validly.The paper includes three parts.Firstly, the paper researches the academic basis, including the definition of relative concept and theoretical support of evaluation methods. First of all, it introduces the development history of our high education evaluation. Subsequently, it expounds relative concepts of regions, high education and input-output in high education. The argumentation methods involved are recounted theoretically one by one. This part lays the theoretical foundation to analyze the input-output efficiency in high education and the harmonious development between high education and regions in next part.Secondly, from micro aspect, this paper has demonstration analyses of high education in 31 evaluation units according to the province, city and municipality. Taking account of the characteristics of our high education development, it also establishes the index system of input-output in regional high education by non-Archimedean infinitesimal model of DEA. Then the model is modified by compound DEA to reflect the sufficiency of allocating regional resources roundly. Through the final results, the paper analyzes the insufficiencies in the development of regional high education respectively, and comes up with some suggestion to the regions which allocate resources invalidly.Thirdly, from macro aspect, this paper combines high education with the actuality of regional social and economic development. It emphasizes bringing regional advantages into play fully, adjusting in reason, optimizing the structure and quickening the development. Finally, it can actually realize harmonic development between high education and regions. PCA and CA are combined in the research. The indexes selected are compressed by PCA. That is, the indexes selected are reduced to several integrative indexes on the basis of obtaining most information of the original indexes. Then the evaluation units are classified by ward method of CA. Through the final results, the paper analyzes the problems in the harmonic development of high education and region, and comes up with some suggestion.Finally, this paper makes a summary from both the micro and macro aspects, and points out the insufficiency in the research and the problems which need to be researched further.
