The elementary education which concerns the populace’s cultivation, cultivates citizens’ basic cognitive ability and viability and implements the education of the basic cultural knowledge to citizens. Whether it is sound or not is directly related to the healthy and sustainable development of the national economy and society. With the full realization of the goals-- " eliminating juvenile illiteracy basically " and "popularizing compulsory education basically " in central and western regions, the issue about the quantity and scale of elementary education has been solved basically. However, the issue which improves the education quality and utilization efficiency of educational resources has become the key of education reform. How to evaluate the elementary education performance scientifically and reasonably has caused concern increasingly. When a simple, efficient and maneuverable performance evaluation methods of elementary education is constructed, government and education authorities can make fiscal policies of education according to the performance, so that the limited education resources is utilized efficiently. Moreover, schools can define their own strengths and weakness, put forward the targeted measures of the specific issues, improve the quality of teaching and optimize the allocation of educational resources, so that elementary education achieve high quality and efficiency ultimately.Currently, the research carried on by domestic scholars on evaluation methods of elementary education are concentrated in a specific area, such as teachers evaluation of elementary education, performance evaluation of principals of primary and secondary schools, performance evaluation of schools connection network platform, and so on. Due to the incomplete perspective of evaluation and the weak maneuverability, it is hard for education authorities to make the policies of educational orientation and development according to the overall allocation efficiency of educational resources. It is not good for the efficient utilization of educational resources. From the new perspective of multi-input and multi-output of elementary education, the thesis studies performance level of elementary education in districts and counties of a city based on the empirical research primarily. Specific thoughts are as follows:First, the index system and principles of index selection are confirmed. After that, the indicators are selected through the cluster analysis using SPSS and expert appraisal methods. Then, the final evaluation index system is determined. Secondly, principal components are extracted with Principal Component Analysis, and the score of the principal components is calculated, then the score of input and output is gained. Finally, the analysis of the performance characteristics and rankings are analyzed.The study finds that, among evaluation indexes of the development level of elementary education in a city, the overall performance of a school is influenced furthest by teaching and ancillary housing, living housing, stadiums; teaching equipment value, the total general budget expenditures; the proportion of full-time teachers with advanced degree and the ratio of core teachers. The thesis suggest that the educational department of schools should optimize the structure of educational resources input, high-performance schools should play an exemplary role, the construction of teachers should be strengthened, all-round performance management and supervision system should be built, so that the utilization efficiency of elementary education resources can maximize and the quality of elementary education is improved.
