As a long history of civilization, China has always attached importance to education development, especially to the development of institutions of higher learning which have significance to the strategic of invigorating the country through science and education. At the same time, the national strategy of enhancing independent innovation capability and building an innovative country made more challenging requirements to institutions of higher learning. To vigorously develop education, the government spends a lot of resources to colleges and universities to support the infrastructure and scientific research. How to evaluate the utilization of resources by the universities, so as to suggest better resource allocation for government and other relevant departments, is a big problem that we are facing. This paper try to reflect in utilization of R&D resources by the universities from the point of view of R&D input-output efficiency ,so as to help universities to improve the efficient use of resources according to evaluation results, but also hope to provide relevant basis for the government?s allocation of resources.Reasonable for the scientific evaluate the efficiency of R&D input-output on the universities, the paper summarized and compared the content and methods of universities evaluation of domestic and overseas, and did some exploration focusing on input-output lag and the relative efficiency. The writer established a set of efficiency evaluation index system based on DEA method to evaluate universities directly under the Ministry of Education. Specifically as follows:First of all, this paper summed up the status quo of evaluation on university research performance and efficiency in the domestic and international. Introduced briefly research process and the status quo on the evaluation of university in the United States, Britain, Canada and other countries, and described the evaluating content and methods which have some influential. General description the literature review and summarized the characteristics of the evaluation research on universities? efficiency.Then on this basis of introducing some of common evaluation methods and statistical indicators, defined the object of this study and established a set of evaluation system based on DEA method to evaluate universities directly under the Ministry of Education.After that described input-output of the research work and introduced several methods which used to analysis the lag. Analyzed the input-output lag of universities? research and calculated the lag period and lag equation.Finally, analyzed the R&D input-output efficiency of 64 universities directly under the Ministry of Education used the DEA method after the introduction of the DEA method and model, given the results ,related interpretations, conclusions and recommendations.
