At the present, our country is being in the economical and social reform, with the high development of economy, all kinds of social contradictories are raising. The unequal phenomenon of education has become more and more outstanding, affecting the development of economy and harmonious society, mainly between city and countryside, different areas, different stratums, between higher education and elementary education, politics. The educational impartiality question has become the focal point which the people pay attention. It has a significant role to play in promoting the development of education, in fostering qualified personals for socialist construction, and in keeping the whole society develops harmoniously.There are a lot of reasons that cause educational impartiality, including the system aspect, the historical aspect, economical aspect and so on, how to understand the current situation of educational unfair and effects; the key point of this article is who will be responsible for the development of educational impartiality and how to promote educational impartiality.Generally speaking, the governmental function mainly has four aspects: promoting the economy, the market regulation, the social management, publicly serves. As a public product, education has profound exterior profit which determines government has to undertake the education responsibility, the development condition of education directly affects national's quality, the country's stable and society's long term development. Chinese government promotes educational impartiality through formulation system policy, transformation idea, formulation law system, development economy and so on.The thesis is divided into four parts:The first part elaborates connotation of the education impartiality and the theory basis. The second part is mainly about the education inequity performance and the reasons, First from the city and countryside, local areas, the social stratum, the elementary education and the higher education several different aspects elaborated the unfair performance of education, then elaborates the reasons of education inequity from the view of the economical development, the historical development, the financial investment as well as the legal system angle in detail.The third part first elaborates influence that the education inequity has on the political society, next separately elaborates the harm of education inequity from the economy and the social aspect.The fourth part is the article's key point and the center section, first it dissertates the reasons that government should be supposed to be responsible for the education, mainly from government's function and education public attribute as well as education function; then dissertates how the government promotes education impartiality, mainly from eight aspects: respectively the policy formulation, the ideology, the financial investment, the value idea, the legal standard, the benefit compensates, the economical development as well as walks road of the characteristic development according to the national condition.
