Study On The Educational Function Of National Scholarship System

National scholarship system has an important educational function and meaning,and this is the embodied of the educational function of the ideological and political education in higher education. The central government established the national scholarship system in 2002. Then, after four times adjustment and reform, the current national scholarship system has been formed. Not only the award forms become more detailed, the award purpose becomes more explicit, but also the award amount is increasing. The national scholarship system has changed its aim from the initial funding goal first, award goal second. Then comes to the medium-term both funding and award goals are important. Finally, the current situation that award goal first, funding goal becomes the second. Obviously, the education-oriented become brighter and brighter. Excellent in character and learning and all-round development have become the measure in selection the Prize winners of the National scholarship system. Which encourage the college students to study and research harder, struggle for the honor. The educational function of national scholarship system is reflected in many ways, Not only by Material and spiritual rewards to provide students help in their living and learning and the satisfaction in their spirit; but also through the establishment of high demand of selection criteria to guide students strict with themselves, exercise themselves and improve themselves. To better achieve the educational function of the national scholarship system is both the research subject of ideological and political education in college, the problem that the award and funding of higher education must be pay attention to, and the issue that higher education should focus on.In this paper, the research on the educational function of national scholarship system is the starting point. And the article has integrated use of the research methods of literature analysis, comprehensive analysis and comparative studies and so on, to study the theory and practice of the educational function of national scholarship system. In this paper, through the analysis of the concept and theory of the educational function of national scholarship system, we have find out six main contents about the educational function. Then the article describes the theoretical basis of the educational function of national scholarship system from the theories of System of educational theory, motivation theory, individual comprehensive development theory and education equity theory. On the basis of theoretical research on the educational function of national scholarship system, the article has a discussion on the practice of the educational function of national scholarship system. Although national scholarship system has achieved some educational effectivenesses, such as, solving students‘ economic difficulties, stimulating students’ enthusiasm on learning and research, improving the quality of higher education and so on. It also has brought some negative impacts on students in their learning concept, mental health, interpersonal Communication, academic behavior and so on. So the article thinks on the below six levels which are the specification, operation, education, team, evaluation and supervision to solve the problem. Hoping that through the improving of the design specifications of national scholarship system, standardizing the running, strengthening the educational guidance, Attaching great importance to the construction team, establishing a evaluation system and perfecting the supervision mechanism and so on to achieve better educational function of national scholarship system. This is not only the practice of the concept of Cultivation through system, but also the rich of the content of Ideological and Political education, which needs the efforts of many aspects.
