The concept of education for all-around development has been proposed almost twenty years ago, since then some achievements have been constantly reached . The academic experts in education and teachers have been researching and exploring various levels of driving strategies and methods from different perspectives. However, there is still a long distance between the goal and the real practicing of this concept. Classroom instructions are the main path through which students'knowledge and skills can be developed , so do such aspects as learning processes, methods and views of value. The education for all-around development concept can be reflected by English classroom instructions as well. The teaching characteristics of English classes determine the differences between itself and other subjects, though they have some commen features. It is an important task, in the process of advancing this concept , to stipulate and implement the assessment standards which are fit for the English classroom instructions. This thesis regulates the the assessment standards for English classes in elementary schools according to the results from interviews with students, teachers ,researchers and the observations to the classroom teaching activities. It also examine the feasibility of the assessment standards in order to work out the practical, objective and reasonable assessment standards which are beneficial and applicable to teachers.
