With the on-going deepening of the reform of higher education system, especially after the reform of the enrolment system was carried out and the scale of enrolment of higher education has been enlarged, the problems of poor students in universities are becoming great issues, which have a negative effect on the development of Chinese higher education. To imbrue the poor students efficiently will have a very important role to play in the smooth development of higher education and the building of well-off society.This paper focuses on the poor student aiding system of colleges and universities run by province government. With deeply analyzing the problems existing in the present aiding system, this paper tries to find some countermeasures in order that the aiding system can do more to help the poor students. This paper consists of four parts. The first chapter is a general introduction to the topic, the literature review, the basic concept, and the aim, significance, train of thought and way of the study. The second part gives a definition of college poor students and a brief illustration of the present aiding system, and then finds out some disadvantages. The third part goes from the basic education theory to explain the urgency and importance of improving and perfecting the aiding system. The fourth part is the core of the paper. Some useful suggestion is provided to perfect the aiding system in this part.With analyzing problems of the present aiding system of the colleges and universities run by province governments, this paper puts forward some suggestions to improve the efficiency of the aiding, which will promote the smooth development of the higher education in China.
