In China the development of carrying out compulsory education accounts that whether the policy effective or nor is due to the promotion of advancing the status and material condition. Teacher resources have been a vital problem for the implementation of compulsory education through out the history. The general appealing for more and faster teacher resources has never stopped. Under the circumstances of a political turbulence and financial depression in modern China great efforts had been made in two aspects: cultivating and managing teacher resources, which has provided plenty of experiences for modern socialist compulsory educational teacher resources to refer to and enlighten. This paper consists of four parts:The first part is the survey of teacher resources in China Republic period. Stepping into modern society, the Chinese nation has paced into a modernization way of education and suffered from tribulations by being baptized in the storm of western and European tide. Compulsory education came into the sight of Chinese people. In the early years of Republic period compulsory education achieved some success. But at that moment frequent warfare, separatist regime of warlords prevents compulsory education from a complete success. Make things worse, government led by Yuan Shikai carrying out compulsory education against their will to gain the respect of people to enforce their reign. These make the situation of elementary education far beyond satisfaction.The second part is the cultivation of compulsory education teacher resources in Republic period. A qualified teacher's team in compulsory education, which is also plenty in quantity, asks for not only adequate recognition from the government and perfect regulations but also a group of selfless volunteers. Words can be put into this way that the achievement in cultivation of compulsory education teacher resources is due to the efforts and intelligence of Chinese people. This shows the up-and-coming attitude for the Chinese people to absorb this fresh fruit from western world.The third part is the management of compulsory education teacher resources in Republic period. Great efforts have been made in managing compulsory education teacher resources in Republic period. Showing respects for teachers and carefully granting reputations are two features of management and treatment in compulsory education teacher resources in Republic period. The former feature indicates the status of teachers and payment standard while the latter exposes the strict limits to teachers'qualification.The forth part is the enlightenment of cultivation and management in modern China compulsory education. History gives us experiences and teaches us lessons, which consists of establishing nature to guarantee the mechanism, improving the quality of teacher; improving the teacher social status and the teacher's treatment; advancing the education and training of teacher; encouraging society school and opening up the school channel; building legal system and realizing raise goal; strengthening the responsibility of teacher and training the qualified teachers. The study on managing and cultivating of compulsory education teacher resources in China Republic period is a way to make the past serve the present, get the intelligence and experiences of the former in this field, which serves as a guide to our future practice.
