Mathematics has widely applications, this is one of its basic features. The developments of production, science and technology provide wide prospect for the use of mathematics. With the rising status of applied mathematics, mathematical modeling has become an important subject that mathematicians and scientists have to face. Mathematical modeling is a course that use the thoughts, methods and knowledge of mathematics to solve practical problems. Learning and teaching of mathematical modeling refers to in daily teaching, the teacher combines knowledge of mathematics books, shows unsimplified and abstract practical problems in class, enables students to use basic thought methods of mathematics, such as comprehension, observance, comparison, analysis, combination, induction, adstraction, summarising and so on, makes full use of obtained mathematical concepts, formulas, graphs and basic relations, converts unmathematical information of practical problems into abstract mathematical information, or converts the information of practical teaching objects into another, students can solve practical problems by setting up and solving the mathematical model. The new mathematical teaching reform has strengthened the apply of mathematics and attaches importance to the contact between mathematics and daily life. The course standard of compulsory education permeates the thought of mathematical modeling into the teaching of algebra, equation, inequality and function. Analysing the Senior High School Entrance Examination of many provinces and cities all over the country has also strengthened the survey of students'abilities of mathematical modeling. As a result, developing learning and teaching of mathematical modeling has become one of the hot spots of nowadays mathematical teaching reform. Due to kinds of reasons, junior middle school students'abilities of mathematical modeling are quite poor, however, the most important reason is the lack of effective and teaching of mathematical modeling effectually is still a big problem that makes a lot of mathematical teachers puzzled. So, the research of how to develop learning and teaching of mathematical modeling has an important meaning.The paper clarifies the necessity of developing the research of learning and teaching of mathematical model by investigating the basic theory of learning and teaching mathematical modeling, forming background and the situation of developing in and out. Through investigation to research the reasons that affect junior middle school students'abilities of mathematical modeling and explore how to perform learning and teaching of mathematical modeling effectually. In the research, through tests and questionnaires gets to know the condition and comes to the conclusion, that is, junior middle school students'abilities of mathematical modeling is poor. There are many reasons, and the main ones are the psychological actors, the poor mathematical abstract abilities and lack the experience of converting practical problems into mathematical models and so on. Through questionnaires can know that all the teacher pay much attention to learning and teaching of mathematical modeling, but in the course of performing, many teachers still use traditional face– to–all teaching ways that can't mobilize students'participant consciousness, teaching effects are not good, either. Some teachers can't understand learning and teaching mathematical modeling fully, the biggest problem is they don't know how to develop it or use what kind of teaching mode. Aimed at the problems in the investigation, expounds systematically the development of junior middle school learning and teaching mathematical modeling in view of theory and practice, here are some strategies. With the guide of using modern teaching mode and offers three modes. First, Selflearning– Discussion teaching mode. Second, Leading-Research teaching mode. Third, Activites– Participance teaching mode,we also provide the examples to the three modes,and then analysising and investigation to it. Finally, puts forward the problems that should be payed attention to in developing and research direction in the future.
