Information technology has made the world step into a time which is characteristic of knowledge innovation and industrialization of technology. High education institutes have been the cradle of knowledge innovation. The quality of advanced education decides the quality of talent nurture. It has been directly related to the developing quality of the country's science and technology. Meanwhile, the quality of talent nurture in high education institutes also affects the quality of high education.Therefore, it is of practical significance to improve and perfect the performance appraisal among teachers in high education institutes. The performance appraisal is the means to scale the employee's performance in modern society. The application of performance appraisal results can promote employee's self-management.In order to promote research on Human Resource Management in the high education institutes, this thesis applies KPI to the performance appraisal among the teachers based on full research and analysis. Through empirical research could we explore the pivotal competency of teachers and construct teacher's performance appraisal system. First, the present situation of teacher's performance appraisal in high education institutes will be analyzed; second, relatively important competency will be found out through questionnaires, and by using BEI (Behavioral Event Interview) the paper validate the important competency. Third, the teacher's performance appraisal system will be constructed; Finally, This paper comes to its conclusion.According to the study on teachers'core competency, This thesis based on HR put forward viewpoints as follows: Firstly,high education institutes should pay attention to train the teacher's competency. Secondly,high education institutes ought to attach much importance to the occupation-organization culture to a teacher works,and strengthen adaptability in occupation; Finally,high education institutes need to employ reasonable valuation methods and choose special appraisal experts so as to avoid bad influence in examining and make valuation more objective and rational.This thesis avoids the limitation which high education institutes appraise teacher only by simple methods with a certain extent. We pay more attention to analyzing the relative important competency and want to perfect this aspect on how to design performance appraisal system among teachers. In attempt to provide a new way for college teacher's performance appraisal, this thesis is of great significance.
