Islamic Culture And Human Resource Development Of Rural Ethnic Minorities In XinJiang

XinJiang is a multi-ethnic ghettos .the development of ethnic minorities whose population accounts for 63% of the total population is the important part in the building of harmonious country and socialist new countryside. In the meanwhile, population of muslin accounts for 97% of the total ethnic minorities'population. Islamic culture has great influence on the ethnic minorities in XinJiang. So, reasonably mining the active Factors of Islamic culture is the important way to promote the Rural Human Resource Development in XinJiang.Cultural factors play fatal part in the Human Resource Development. This article basing on the collection of many literatural materials uses method of Field survey and Comparative Study.basing on the survey to the Islamic culture in XinJiang and the Status of Human Resource Development, This article sums up the characters of Islamic culture in Xinjiang which are nationism and religion -ism and less influence by Han culture and thinks that though Islamic culture has great influence on ethnic minorities in XinJiang and its function of promoting Human Resource Development is n't played. So this article first analyses the factors which in the Islamic culture have active role in the Rural Human Resource Development such as Fair and equity, honesty, friendlily and willing to charity, encouraging learning, cherishing life, then elaborates the factors that play passive role in the in the Rural Human Resource Development, which are Willing to poverty ,over-valuing justice and light profit and advocating natural marriage. In the last, sticking to the principle that re -ligion and socialism is compatible and principle of absorbing the essence and discarding the dross, this article thinks that promoting the Rural ethnic minorities'Human Resource Development in XinJiang should do these things: Combining the reality, reasonably use the active function of regional persons; promoting good Traditions in the Islamic culture such as Fair and equity, honesty, setting model to build the ethnic minorities'ethics; encouraging learning, paying attention to the mutual absorbing between Islamic culture and ethnic minorities'traditional culture and the cultures of some else ethnic minorities and Strengthening Basic education and vocational and technical education; Strictly controlling population growth and Improving the quality of the population ;changing the stereotype of"waiting, depending and requiring", Cultivating the ability of self-reliance and adapting to the market economy.In the conclusion, this article thinks that religion is the illusions reflection for Human to reality of the world, but it is also a Cultural forms. Its active Factors are without question. Reasonably mining the active Factors of Islamic culture is the important way to promote the rural ethnic minorities'Human Resource Development in XinJiang. In the meanwhile, though Islamic has many active factors, It isn't inherited by ethnic minorities in XinJiang. The reasons need further study.
