The essential problem for the development of Xinjiang Province is how to attract, hold and develop talents and how to benefit the people of all ethnic groups through economic development.Some reports from foreign media especially the western media distorted the true problem in Xinjiang. Their irresponsible magnify of anti-terrorism and security aspect of the affair weakens people's attention towards the real question.The ethnic minorities high-level backbone talents team project the Chinese government brought forward in 2006 is intended to cultivate a group of people who can be trusted, will stay in the minority area and be responsible for the development of those regions.The fact that the 7.5 affair happened when the first group of them went back Xinjiang emphasized the signification of the investigation of this problem.In the year 2004, State Department brought into effect a project, the ethnic minorities high-level backbone talents team project, aiming to cultivate talents for the ethnic areas. Leading by the Ministry of Education, the project is organized associating with several departments including National Development and Reform Commission, Human Resources and Social Security Department and the Ministry of Finance.After two years'preparation, the first enrollment started in the 2006 fall. Now three years have past, and the first graduates go back home gradually, facing the fact that Xinjiang is gaining more and more public attention due to the 7.5 affair while they are not. The first group of those minority students is nearly ignored by the society, many of whom are still suffering from job hunting.Based on the above analysis, aiming at constructing the lasting effect of ethnic minorities high-level backbone talents cultivation and pushing the Comprehensive development of Xinjiang, combining with the author's personal experience and feeling, cutting-in from the administration management's point of view, employing the combination of standard study and experience study and the combination of function analysis and exploratory study, this article developed a dissertation about several questions including Xinjiang ethnic minorities high-level backbone talent and the collective situation of Xinjiang development, the real influence, the system cause, and how to get out of this situation. In this article, the author tried his best to give an effective combination of an executable countermeasure in the near future and a lasting institutional construction.This article is divided into six parts as follows:1. Introduction. This part introduces the origin and meaning of the article. Cutting-in from special setting of the implementation of the ethnic minorities high-level backbone talents project, by representing several problems happen on the Xinjiang minority students of the project such as employment, we put forward an important subject on development strategy that China must face when it looking forward to the further energetic development of Xinjiang. On the basis of the literatures available up to now, we clarified the key point and direction of our investigation, advanced our investigation perspective, basic logic, investigation method and the innovation.2. The basic theory for the ethnic minorities high-level backbone talents and the development of Xinjiang. This part gives the article a theoretical support through the in-depth definition of the ethnic minorities'backbone talents cultivation and development on the two levels of Human capital Theory and Regional development Theory.3. The realistic analysis of ethnic minorities high-level backbone talents project. We first start from an elaborately analysis of the general situation and characters of China's ethnic minorities high-level backbone talents project, emphasized the practical influence of the project on our country's economy development and national stability. Secondly, we considered the actual situation in the whole province of Xinjiang and analyzed in-depth the situation Xinjiang project-students are in.4. The advantages for Xinjiang to perform the project and the potential problems. This part states the positive influences of executing the project and the problems exist, from the view point of our country and Xinjiang province respectively.5. Countermeasures for the problems exist in executing ethnic minorities high-level backbone talents project in Xinjiang. Aiming at Xinjiang's real situation, we analyzed the countermeasures for the summarized problems.6. Conclusion. It explained the connection between Xinjiang project students'development and the stability and development of Xinjiang Province, and expressed the urgency and seriousness for them to go back and work in Xinjiang. By concisely summarizing our viewpoints, we pointed out the shortages of this article relatively objectively and presented the orientation of our future investigation.
