The talents are motivators for the progress of social civilization, the richness and happiness of people, and the prosperity of China. This project starts from the background and research significance of the project, the research status quo and development trends both home and abroad, research objective, research contents and key questions to be solved; analyses the relationship of talents, talent resources, human resources and talent capital and the role of talent resources in economic and social development; mainly takes the poverty-stricken area of ethnic minorities, Enshi Tujia and Miao Autonomous Prefecture, for example, studies the adjustment in the industrial structure, infrastructure construction, the level of opening-up, development of social venture, Eco-civilization , talents composition, talents development mechanism,talents policy system, organization and leadership, ideas, talents composition and development and exploitation mechanism of talents resources development and exploitation of Enshi Prefecture, etc; discusses the ways to develop and exploit talents resources in poverty-stricken area of ethnic minorities; makes the following recommendations that help to develop and utilize talents resources: emancipating and renewing the mind, planning scientifically around the strategy, optimizing talents composition, ensuring the talents cultivation of key projects around the local development, accelerating recruiting talents according to the talents in need, innovating the institution and mechanism, motivating the vigor of talents and employers, transforming government function, improving the public service of talents development and enhancing the leadership, ensuring the implementation of talents strategy.
